Research and Development (R & D) plays a significant role in the development of any country.  The information and technology generated through research provide the basis for the rational management of the resources, were the view of sustaining the resources for the continued use and benefit of the people.  Technological breakthroughs have directly and indirectly contributed to the improvement/enhancement of productivity and indirectly ensures economic development.  It is the source of information needed for the wise planning, development and management of the country’s resources.

        As a support service, research is vital to NIPSC’S effort in attaining its noble objective of uplifting the socio-economic condition of the people in the service area not only by providing them quality education but also by developing and generating technologies that can be transformed into livelihood opportunities.  Its research activities will be geared towards the improvement of instruction of solving social economic problems and will provide input to policy making and will facilitate the adoption of technologies.  As such NIPSC research shall aim to:

  • Enhance instruction through original contribution in specialized discipline thereby encouraging students to become themselves creative, innovative and productive individuals.
  • Develop and generate technologies which can be transformed into livelihood opportunities for the purpose of improving the socio-economic condition of the people in the service area of NIPSC.
  • Support and enhance both instruction and extension programs of the institution.



  • The Research and Development Services hopes to be the real instrument of NIPSC in attaining its noble objective of uplifting the socio-economic condition of the people in the service area by developing and generating technologies that can be transformed into livelihood opportunities.
  • It intends to provide information and technology that will be the basis of the wise planning, development and management of the country’s resources.
  •  It intends to develop a multi-disciplinary, multi-sectorial approach to research programs that will cater the needs of the individual sector of the community.
  • It intends to handle research activities geared towards the improvement of instruction, of solving social problems, providing inputs to policy making and facilitate the adoption of appropriate technologies.



     The NIPSC R & D Services is committed to transform its service area into economically progressive, socially stable and ecologically sound communities through its development-oriented research programs and projects.



            In an attempt to strengthen the NIPSC R & D Services, the rationale behind its development will be embedded in the concept of relevance, excellence and cooperation.  While relevance and excellence are yet to be achieved due to the dearth of well-trained research manpower and operating in a meager budget, cooperation will be given a heavy premium in defining a success in the face of limited resources and capabilities.

            In this context, the research programs of NIPSC shall be based on the interdisciplinary, interdepartmental and inter-agency approach.  Department and agencies shall be involved in the process of conducting instructional and institutional researches and extension programs as in fisheries and socio-economic studied.  The involvement of many individuals and departments is essential not only because of limited research resources but also because of the necessity to adopt a system approach to solving problem.  It also become essential that the budgetary allocation and the conduct of R & D be focused on those commodities and resources that would give the greatest impact in terms of benefits to the people, and its contribution to the country’s economic development



     In realizing the goals and objectives for an effective implementation of research development programs, the following strategies will have to be implemented:

  1. Strengthening the NIPSC R & D capabilities through training of personnel.
  2. Providing sufficient R & D investments.
  3. Establishment linkages with LGUs, NGOs, SCUs and other research institution in the region.
  4. Establishment of a research network system in the different departments of the college.
  5. Map out organized research programs instruction, extension and countryside development.
  6. Identify research priorities which should be integrated with regional, national, technical, technological programs and bring these to the attention of the policy making bodies.
  7. Initiate a system of documentation of research activities and publish research results.
  8. Establishing a management information system.
  9. Provide for regular linkage conferences among research and extension workers to relate research programs with extension programs.
  10. Assist each school or department formulate their respective research thrusts and priorities along the research thrusts and priorities of the State College.
  11. Assign and develop a core faculty with research and extension skills in each department or school of the state college who will be responsible for their respective research and extension activities to support accreditation requirements. 




            The NIPSC Research Agenda (NISPCRA) embodies the research thrust and priorities of the college within the plan’s period.  It integrates the concern of the higher education sector with the over-all developed goals of the country. The participation of various stakeholders in the identification of research thrust and priorities made the NIPSC Research Agenda more responsive to needs of the communities.  It is the common which provides guidance and directions to the NIPSC researchers in the pursuit of the common goal.

            Basic consideration in the preparation of the research agenda framework were; the Science and Technology Agenda of the Department of Science and technology, the National Fisheries and Aquatic Resources Research Agenda and the National Higher education Research (NHERA).  The present priorities are as follows:




To enhance the quality of life of the people, which is consistent with the government’s goal of providing education for all. This vision of people’s development is to be achieved by effective implementation of quality extension projects.



  • Northern Iloilo Polytechnic State College, extension services will be geared towards the development and implementation of innovative and high quality extension programs to its beneficiaries to:
    1. Meet the diverse need of the socially and educationally disadvantaged in the quest for an improved quality of life.
    2. Assist with the cultural, social, moral and economic upliftment of the local communities.
  • To support Instruction and functions of the college.
  • The Extension Program beneficiaries are the Filipino people particularly the rural poor, unemployed adults. Out-of-school youth, the illiterates, unemployed women, the disabled and indigenous communities.



  • NIPSC believes that extension programs are means to the development of the social and productive capacity of persons leading to jobs, social mobility and sustainable development.
  • NIPSC values and respects the uniqueness and potential of each individual.
  • NIPSC values quality of life and protection of the environment.
  • NIPSC believes that coordination and the building of linkage and networks among SUC member institution and external institution will facilitate the expansion of accessible alternative education.


Targer Goals

To attain greater efficiency of the extension function of NIPSC and to improve the quality of life of the clientele in its service area by undertaking the following

  • To undertake effective projects and activities in the service area geared towards self-reliance of the clientele.
  • To Translate research result  in extension programs and activities.
  • To focus in increasing collaboration partnership effort with local, national  and international agencies to build significant financial base vital to the implementation of it's program and in the delivery of it's service.
  • To have an appropriate balance between literacy training programs and job-driven skills in all extension programs.
  • To promote cooperation and involvement of the college in the delivery of services and facilities for student development of Dep.Ed. administered schools.
  • To implement programs with special focus on non-degree training programs for both non-formal education for out-of-school youths, unemployed adults and professionals.
  • To provide health, vocational and technical assistance in the form of consultancy or expertise to support programs of the government and non-government agencies.
  • To undertake projects and activities towards environmental protection and rehabilitation. 



  • Provide training programs and opportunities, which will lead to the individuals, capability for self-reliance and sufficiency through the development of income generating projects.
  • Develop and implement guidelines to ensure that a client-focused approach will be integrated in all its support programs.
  • Initially disseminate the result of the research conducted in food production.
  • Develop local and international information linkages program.
  • Develop strong educational linkages, public and private partnerships and national and international contacts to sustain a high level of financial viability.
  • Develop a feedback mechanism that will review the relevance of its program.
  • Implement an Adopt-A-School program to promote good relationship, cooperation and involvement between the college and adopted schools.
  • Implement programs and projects to protect and rehabilitate our environment and natural resources.
  • Establish a core faculty with skills and knowledge on extension activities in each department who will be responsible for their respective extension activities.
  • Assist each department formulate their respective extension programs and projects along the extension program/thrust of the State College.



specifically, extension program will accomplish the following:

  • Implement of the government’s program thrust in food production, health education, nutrition, environmental protection that concerns out-of-school youths and adults.
  • Conduct seminars and skill training in fisheries, agriculture, trade and technical courses for family and community life improvement.
  • Provide linkages with other government agencies and NGOs like the CHED, DA, BFAR, DSWD, DOH, DOST, DTI, CIDA, PAEPII, and ANTEP for their thrust programs and for technology dissemination and transfer.
  • Identify and adopt selected barangay/schools for community development.
  • Conduct non-formal education classes in literacy and continuing education for clientele who wish to upgrade their knowledge and skills in their respective filed of specialization.
  • Coordinate with various units/departments of the State College in the implementation of the various academic, socio-economic, cultural, fisheries, education and health-related community outreach projects.





Extension is an “inherent function” of the State College with the purpose of initiating, catalyzing and sustaining the development of various communities, specifically the adopted barangays, using the College expertise, research outputs and available resources for both academic and non-academic pursuits.

As mandated by the General Appropriations Act (GAA), the Northern Iloilo Polytechnic State College Extension Services will focused on two major areas of concern; 1). The Non-formal Education and 2). Other Allied Extension Services. The two areas of concern includes the following; capability building or training by conducting livelihood skills training for OSY and unemployed adults, literacy program for illiterate adult, continuing program for professionals and out-of-school youths, technology transfer to partners and cooperators, Vocational, technical services and materials assistance to support programs and projects of the government, Adopt-a-School Program, Livelihood Program and Environmental Protection and Rehabilitation.


Program Thrust and Priorities

 Basic consideration in the preparation of extension thrust and priorities are the Commission on Higher Education (CHED), Department of Trade and Industry (DTI), National Fisheries and Aquatic Resources Research Agenda (NAFARRA), Technical Education and Skills Development Authority (TESDA), and the Department of Education (Dep.Ed.). The present thrust and priorities are as follows:

A. Skills Development Program

A project composed of skills trainings and demonstrations involving the participation of women, adults and OSY for income generating projects or self-employed projects. Skills development program includes: Art Education skills development, Fish production and Processing Technology, Food processing Technology, Driving skills and Simple Trouble Shooting, Basic Computer Operation, Building and Wiring Installation, Welding, Flower Making, Handicraft, Simple Bookkeeping, Safety of Life at Sea (SOLAS), etc.


B. Literacy Program

This area of concern focuses on basic literacy program (3 R’s) for illiterate adult and OSY organized in adopted schools and barangays. Literacy classes become the venues for community immersion and alternative teaching learning strategies of students in Teacher Education Department. The program includes: Adult Education, Computer Literacy, Remedial Classes, OSY Basic Literacy class, etc.


C. Continuing Education Program

This area of concern focuses on the utilization of matured and appropriate technologies generated from researches conducted by Research Department of the State College. The program includes non-degree training courses for professionals, students, women, and young adults.


D. Health, Dental and Child Care

This program involves health services, guidance and counseling implemented in adopted schools and barangays to inculcate awareness in young mothers with children on the importance of physical and oral hygiene, sanitation, nutrition, maternal and child care.


E. Vocational/Tech. and Allied Services

This program are technical services designed to help and assist clients/community in the repair of machineries, water system facilities, wiring installation in buildings and houses for electrical connection, repair of appliances etc.


F. Livelihood Programs and Project

This is an occupational livelihood program and skills training intended for small-scale entrepreneur/fishermen’s to improve their quality of life. This includes trainings in the management of IGP’s involving operational management, production system, marketing of products etc on aquaculture, food processing, micro business enterprise and home craft business. This program increased motivation and participation in entrepreneurship and development of cooperatives.


G. Adopt-a-School Program

This project was designed to help improve the quality of education particularly the students in Dep.Ed. administered schools within the scope area of NIPSC, in response to the program of the Dep.Ed. to extend educational assistance to adopted schools as a part of their extension service to the community and in order to develop and transform adopted schools into more competitive educational institution that will cater on the development of human resources to attain the country economic goals.


H. Environmental Protection and Rehabilitation Program

This is an information dissemination activity in every coastal barangays, which comprises Northern Iloilo and other neighboring provinces. This campaign has emphasis on illegal fishing activities such as; dynamite and cyanide fishing, trawl, “hulbot-hulbot” and other destructive fishing activities affecting coastal areas. It also includes campaign on tree planting and water conservation activities.


I. Values Education

This area of concern focuses on the teaching of good citizenship values enriched in the constitution embedded during the training or seminar of target clientele. This includes four values clusters such as: Pagkamaka- Diyos; Pagkamakatao; Pagkamaka-Bayan and Pagkama-kalikasan.
